Renting an Apartment in Tashkent: What to Check Before Moving In

A practical route for tenants: verify the owner and apartment, record payments and condition, register the agreement, and take the keys without rushing.

Do not start with a money transfer

A good Tashkent apartment often appears at an inconvenient moment: you are tired of viewings, the landlord says two other people are coming, and the kitchen is unexpectedly perfect. It is tempting to secure the place with a quick card transfer. Pause for half an hour. The aim is not to lose the apartment; it is to avoid renting somebody else’s problem with it.

Before paying, obtain four clear answers: which exact property will be handed over, who has authority to rent it out, what the complete first-month cost is, and how you can end the tenancy. If the answers exist only in voice messages, the agreement is still fragile. Messages preserve context, but they do not replace a contract and handover record.

Verify the apartment and the right to rent it out

Ask the person showing the home to confirm their identity and connection to the property. If they are the owner, their details should match the property documents. If a relative, employee or representative is acting, establish the basis on which they may sign and receive money. “The owner is abroad” does not automatically make the arrangement unsafe, but it does require clear evidence of authority.

Compare the full address, apartment number, area and main characteristics with the documents. Inspect the entrance door, meters and every room. If the physical layout differs significantly, ask about it before signing. A tenant does not need to conduct a legal investigation of every wall, but must know that the home being delivered is the one named in the agreement.

Ask who else is registered or living there, whether third parties retain keys, and whether the apartment will continue to be shown after you move in. If there are several owners, confirm that the tenancy is agreed. For an unusual or disputed situation, pause and let a lawyer review the documents. A single consultation is usually shorter than a month of conversations outside a locked door.

Agree the price and every extra cost

“The rent is…” rarely describes the whole first payment. Record the monthly rate, settlement currency, security deposit, agent’s fee, utilities, internet, building service charges and meter payments separately. State who handles minor maintenance and who pays when an appliance or building system fails without tenant fault.

If the price is quoted in conventional units, agree the currency actually used and the rule for calculating the sum in Uzbek soums. Write down the exchange-rate source and date rather than improvising on payment day. Specify the monthly due date and acceptable payment method.

Every transfer should leave an intelligible trail. Identify the purpose, rental period and agreement in the payment note. For cash, obtain a receipt with the date, amount, purpose and recipient. A transfer screenshot helps, but keep it with the agreement and the landlord’s acknowledgement.

Treat the deposit separately. Record its amount, permitted deductions, return deadline and the method for assessing damage. Normal wear is not the same as a broken door; without photographs and a handover record, that distinction can become a contest of memories.

Put the terms in writing

The agreement should clearly identify the parties, property, term, payment amount and procedure, deposit, supplied contents, repair responsibilities, early termination rules and notice period. Include contact details and a channel for formal notices. If a family, children or pets may live there, say so directly rather than relying on a friendly smile during the viewing.

Agree rules for owner visits. There may be good reasons to inspect equipment or arrange repairs, but unannounced visits undermine normal home life. A sensible clause requires prior notice except in an emergency.

Do not sign blank appendices or documents with missing sums. Make corrections before both parties sign, and keep identical copies. If one party is not confident in the document’s language, prepare a version they understand or obtain a translation. A signature beneath an unclear paragraph does not make it kinder.

Record the apartment’s condition

A handover report is a calm snapshot of move-in day, expressed in words and numbers. List the rooms, furniture, appliances, keys and access fobs. Record electricity, gas and water meter readings. Note stains, scratches, dead sockets, low water pressure, damaged furniture and anything that could later produce a claim.

Take photographs and a short video in good light. Capture corners, ceilings, plumbing, windows, cupboard interiors and close-ups of defects, not only a flattering panorama. Send the material to the other party through a messenger or shared folder and obtain acknowledgement. This is not a performance of distrust. It allows both sides to forget the small details safely until move-out day.

Test the air conditioner, refrigerator, washing machine, cooker and water heater while the person handing over the apartment is present. Learn where to shut off water, where the electrical panel is, and whom to call in an emergency. A home feels much more comfortable when you know both the Wi‑Fi password and the location of the main valve.

Register the agreement

Uzbekistan’s Unified Portal of Interactive Public Services offers a free service for [registering real estate lease agreements with the tax authorities](https://my.gov.uz/ru/service/1093). The official description says the landlord enters the data and sends the draft to the tenant; the tenant confirms it, after which a registered agreement is generated automatically and can be downloaded. The portal lists automatic processing and no extra document upload for that service.

There is a separate official service through which a tenant can [confirm the registration](https://my.gov.uz/ru/service/1101). A registered agreement can later be retrieved by its number through [another government portal service](https://my.gov.uz/ru/service/972). These tools give both parties one verifiable record rather than two nearly identical files on different phones.

Do not confuse tax registration of an ordinary apartment lease with cadastral procedures for other buildings or with residence registration. Duties depend on the property, term, parties and resident’s status. Foreign nationals and people in unusual circumstances should confirm the current route with the competent authority.

Take the keys and keep evidence

Make the main payment and accept the keys in the agreed sequence. Ideally, the same day leaves you with a signed agreement, registration or submission confirmation, handover report, full key set and proof of payment. Count the keys and fobs and test every one.

Create one paper or electronic folder for the agreement, report, photographs, receipts, repair messages and monthly payments. There is no need to turn a tenancy into an accounting department. Consistent storage simply prevents a search for one vital screenshot among birthday messages and dinner photographs eight months later.

Report defects promptly in writing. Describe the issue, attach an image and agree who will repair it and when. If the tenant pays first and deducts the cost from rent, secure agreement on the amount and deduction before calling the technician.

Warning signs and a final checklist

Be cautious if you are pushed to pay before seeing documents; the recipient has no clear connection to the owner; the address or apartment number changes during the discussion; registration is promised vaguely for “later”; the landlord refuses to record the deposit and existing defects; or you are given an incomplete form to sign. One odd detail may have an explanation. Several together are a reason to choose another home.

Before moving in, check that:

  • the landlord’s identity and authority are established;
  • the address and apartment match both the document and the home viewed;
  • rent, currency, deposit, commission and utilities are written down;
  • term, move-out procedure, deposit return and visit rules are clear;
  • contents, defects, meters and keys appear in the handover report;
  • both parties have approved the agreement and it is registered through the applicable process;
  • every payment can be proved;
  • emergency contacts and repair arrangements are known.

A good tenancy does not begin with the perfect sofa. It begins when both sides understand money, time and responsibility in the same way. Then you can unpack, debate where the table belongs and finally exhale: the apartment has become a home rather than a collection of spoken promises.
