How to Register a Tashkent Apartment Lease Online

A step-by-step guide for landlords and tenants: prepare the draft, confirm the lease, download the registered version, and distinguish tax registration from residence registration.

What must be registered

The apartment has been chosen, the rent agreed and the keys are nearly in hand. This is when one easily postponed question appears: what happens to the lease? An oral understanding is not enough for a residential tenancy between individuals. Uzbekistan’s official legal guidance says an apartment tenancy must be made in writing and placed on record with the tax authorities. The landlord must do this no later than three days after the agreement is concluded.

This is the tax registration of a residential lease. It is not the same as registering a person’s place of stay, and it should not be confused with the cadastral registration service for leases of buildings and structures. The names are close enough to send an applicant to the wrong page. What to prepare before opening the portal

The official service page says no additional documents need to be uploaded. That does not mean the form should be completed from memory. Assemble and agree the information first:

  • identity details for the landlord and tenant;
  • the apartment’s exact address and property information;
  • the tenancy term and move-in date;
  • the rent, settlement currency and payment frequency;
  • the deposit and its return terms, if applicable;
  • current telephone numbers and active accounts for both parties;
  • any additional terms already agreed.

Agree the substance before transferring it into the government form. The portal records information; it does not negotiate on behalf of the parties. If the owner believes utilities are paid separately while the tenant believes they are included, pressing Confirm will not resolve the contradiction.

Check names, address, dates and sums before sending the draft. Pay particular attention to zeroes in the price and to the term. Correcting a draft is easier than explaining why a registered document contains a figure nobody intended.

The landlord’s steps

Under the current Unified Portal process, the landlord starts the application. They sign in to my.gov.uz, open service 1093 and enter the information as landlord. The service is listed for individuals, free of charge and processed automatically.

The practical sequence is:

1. Sign in to the Unified Portal under the landlord’s account. 2. Open the service for registering real-estate lease agreements with the tax authorities. 3. Enter the parties, property, term and financial conditions. 4. Read the complete draft again, not merely the opening screen. 5. Pass the draft or application details to the tenant for review.

The official description provides two routes: the landlord may transfer the draft to the tenant, or the tenant may retrieve it through the application-check function. Either way, the second party must see and approve the same text. Registration should not become an electronic blind signature.

If a representative rather than the owner is renting out the apartment, first establish that person’s authority to sign and receive funds. The form cannot cure missing authority. Several owners, shares, inheritance, a dispute or a legal entity may require case-specific guidance from a lawyer or the competent authority.

What the tenant must do

Once the landlord creates the draft, the tenant takes over. my.gov.uz provides a separate [registration confirmation service](https://my.gov.uz/ru/service/1101). Its official page describes free, automatic processing and says both individuals and legal entities may use it.

Before confirming, compare the draft with the actual agreement:

  • are the landlord and tenant identified correctly;
  • does the address match the apartment viewed;
  • are the starting and ending dates correct;
  • do the rent, currency, deposit and payment method match;
  • has an unfamiliar condition appeared;
  • is any list of residents accurate?

If there is an error, do not confirm it merely to save time. Return the draft for correction and keep the written exchange about the change. Speed helps only when the correct text is being processed quickly.

After the tenant confirms and sends the application, my.gov.uz says the registered lease is generated automatically and made available for download. Both parties should retain the same final version.

How to retrieve the completed lease

Download the file as soon as registration is complete. Give it a useful name containing the address, agreement number or date, and store it with the handover report, apartment photographs and payment evidence. Send the same copy to the other party so that the landlord and tenant do not keep different “latest versions.”

If the file is lost, the Unified Portal offers a separate, free service for [retrieving an active registered lease by number](https://my.gov.uz/ru/service/972). The official description says the applicant signs in, enters the active agreement number and downloads the registered document. Keep the number separately as well, perhaps in a secure note next to the property address.

Confirm that the document represents completed registration rather than a draft or a request awaiting the tenant. A landlord’s completed form does not prove that the tenant has confirmed it. The strongest practical checkpoint is a downloadable registered lease held in identical form by both parties.

If the tenancy is extended, ended early or materially changed, do not manually alter an old PDF. Use the relevant official procedure and check the agreement’s resulting status. A number edited in a messenger attachment is not the same as an updated government record.

Residence registration is a separate question

Tax registration proves the tenancy relationship, but it does not automatically replace every residence or migration procedure. A registered lease can nevertheless simplify the next step. Uzbekistan’s official legal information portal explains that, while placing the lease on tax record, the owner may simultaneously request temporary registration for tenants for the agreement’s term.

A separate official explanation says that where a residential lease is already recorded with the tax authorities, an additional owner application or consent is not required for the relevant residence or stay registration process. The temporary registration period follows the owner’s application or the registered lease, but may not exceed one year.

This matters to people who need proof of residence for public services, work, study or immigration compliance. The route may differ for an Uzbek citizen, foreign national or stateless person. Do not infer the correct procedure: check the current my.gov.uz service or ask the competent migration authority about the particular status.

Do not confuse apartment lease tax registration with state registration of a lease of a building or structure. my.gov.uz lists the latter as a separate service with its own fee, documents and timetable. A commercial property, long term or corporate party may trigger different requirements.

Errors that delay completion

The first common error is starting the registration before the price and term are agreed. That turns the electronic draft into another negotiation surface. Agree first, file second.

The second is incorrect identity data. One wrong digit or an outdated telephone number can prevent the tenant from locating the draft. Compare entries with the documents and active account.

The third is confirming without reading. A familiar address can distract from a wrong date, sum or currency. Reviewing the project takes minutes; arguing after payment takes longer.

The fourth is saving only the draft. Each party should hold the final registered file and agreement number. A screenshot may support the record, but the downloaded lease is the primary document.

The fifth is assuming one button solves every issue. Tax registration, residence registration, handover, utilities and payment evidence are connected but distinct. A clear order is enough: agree the terms, create the draft, confirm it, download the lease, complete the handover report, transfer the keys and preserve payment evidence.

Final checklist

Before treating the process as complete, confirm that:

  • the lease is in writing;
  • the landlord used the correct government service;
  • the parties, address, rent and term match the agreement;
  • the tenant read and confirmed the draft;
  • the request did not remain pending;
  • both parties downloaded the same registered lease;
  • the number and file are stored with the handover and payments;
  • any required residence registration has been checked separately.

Electronic registration is not intended to make renting harder. It removes one of the most uncomfortable outcomes: two people retaining two versions of the same promise. A few careful steps at the beginning give the landlord a clear record, the tenant a verifiable document and both sides fewer reasons to search old voice messages on move-out day.
